Redes de ICTs de apoio à inovação em Micro e Pequenas Empresas no Brasil: um panorama das experiências de política recentes
Abstract
This study starts from the challenges faced by micro and small firms to innovate and explores the potential of systemic innovation policies to contribute to overcoming them. Specifically, we analyze the recent initiatives for structuring networks of Scientific and Technological Institutions (ICTs) with the mission of supporting innovation in firms, through collaboration in innovative efforts, provision of infrastructure and equipment, provision of technological services, mentoring, technological diffusion and training. If, on the one hand, these experiences are positive and in line with a systemic policy perspective, on the other hand, significant challenges remain. First, the potential for joint and articulated action by these different ICT networks is not explored, missing the opportunity to make them a strategic arm of a national innovation policy, which could promote a greater diffusion of the state of the art technology to all sectors and territories. Second, there is a wide challenge to translate the potential capillarity of these networks into reality, covering the whole country and reaching the different local territories. Third, there is a challenge for the initiatives to consolidate, not being subordinated to the political cycles and constituting an effective State policy.
