Uma proposta de arranjo institucional para a transferência e licenciamento de tecnologia entre ICTs e pequenas empresas
Abstract
One of the main challenges identified on the Transfer of Technology (TT) process, from Scientific, Technological and Innovation Institutions (STIs), including universities, to companies, consists on the technical knowledge required for scaling up processes. This paper presents a proposal for an Institutional Setting for cooperation (IS), wich aims to foster the transfer and licensing of technologies from ICTs to small firms, using an intermediate institution to support and manager the pre-acceleration process, prototyping and scale up processes. As an illustration of the applicability of the IS, prospecting cases of TT in Minas Gerais (Brazil) for 1) two small companies in the metal-mechanic sector and 2) a group of 10 small breweries are presented. The results indicate that the Institutional Arrangement reduces some of the barriers to U-E cooperation, but other initiatives are needed, especially for small companies.
