In the Lisbon Declaration of November 2010, the Alliance expressed its intention to explore possibilities of cooperation with Russia on missile defense and to link existing systems or the establishment of one in the future. However, there are differences between the parties concerned. The Alliance proposes developing two systems independent and autonomous, operating in a coordinated way to connect capabilities in missile defense. Russia, however, stresses the need to establish a single European system, which unifies the process of decision making and missile capabilities of both parties.Downloads
