Abstract

Introduction: On March 11, 2020, the coronavirus pandemic, COVID-19, originating in Wuhan, China, was declared. The Argentine executive branch issues Decree 260 on the 12th, which expands the public health emergency in our country and establishes “social, preventive and mandatory isolation” (ASPO) as of March 20, 2020. The health system start a series of modifications. Regarding the Rio Negro Health System, each of the 14 Primary Health Care Centers was given the opportunity to develop their own action plan. On May 3, 2020, in the
“San Cayetanito” neighborhood of the city of Bariloche, 20 positive cases of COVID-19 were detected. As a result of this, a group of neighbors showed up at the health center demanding to know who they were and the address of the people in isolation, arguing that they were putting
the neighborhood in danger and that they would burn their houses or throw them out of the neighborhood. Given the seriousness of the situation of potential violence that has arisen, it is assumed to be a Public Health problem. The objective of the intervention was to incorporate collective problem-solving mechanisms in situations of violence towards isolated people. As a methodology, a pertinent intervention strategy was sought considering the reality, the actors and the possible impact, the Recommendations of the Pan American Health Organization (PAHO) and the World Health Organization (WHO) for the Prevention of Violence. The agreed strategy was the development of community workshops.As a result of the intervention, the search for the isolates and the animosity towards them
ceased.
