    Dr. José Bianco, son of Italian parents, showed from his childhood a remarkable spiritual agility, which would allow him to complete a work of about thirty volumes.

    He studied hard and at the age of 19 he graduated as a teacher at the Escuela Normal de Azul. In 1893 he graduated from the National School of Salta and Dr. Bernardo de Irigoyen appointed him as his private secretary.

    In the intimacy of the cabinet, a solid friendship was established between them, made of presentiment on one side and respect on the other. The young man began his law studies and in eighteen months he was prepared in all the subjects corresponding to the plan in force in Córdoba.

    In 1895 he received his doctorate, with his thesis "La educación pública", a documented essay on sociology, which received general approval.

    Already then, his clean prose pointed out the ideas that he would carry out from the position of member of the General Council of Education of the province of Buenos Aires, position in which he was appointed by the governor Dr. Bernardo de Irigoyen, to later fulfill the same administrative position in the province of Cordoba and later in the Federal Capital.

    Thus, he contributed to model from the chair the civic coincidences of future citizens. In 1897 he founded the Property Registry of his native province, thus beginning his political-administrative career.
