Abstract

Science-Technology Parks promote and manage technology and knowledge transfer processes between universities or R&D centers, companies and markets. Its main purpose is the promotion of innovation and competitiveness of the companies and institutions that are associated with it or created in its environment. The academy is a strategic actor in these infrastructures, where it develops its third mission articulating with business and government representatives in their governance. This paper analyzes the case of the Pando Science and Technology Park (PCTP) promoted by the Faculty of Chemistry of the University of the Republic of Uruguay (UDELAR). The results show that only the impact of the income generated by 10 of the R&D projects carried out between academia and industry, compensated in one year the investment made by the University since the creation of its technological pole 20 years ago and doubled the investments made by the Executive Branch in subsidies for the consolidation of this ecosystem for a decade (2012-2021). Likewise, the incubation process for new technology-based companies developed by Khem, the first university incubator for scientific-technological ventures in Uruguay, which integrates the PCTP ecosystem, is evaluated as highly successful. Many of the companies graduated from Khem stood out in the development of new technologies, products and services for the health, food and agro-industrial sectors, which obtained important awards and recognition at a national and international level.

    Doctor en ciencias biológicas, diploma en Sistemas de Información y posgrado en ciencia, tecnología y gestión de la innovación. Desde abril de 2012, es Director del Polo Tecnológico de la Facultad de Química (UDELAR) (www.polotecnologico.fq.edu.uy) y Presidente del Parque Científico y Tecnológico Pando (Canelones, Uruguay) (www.pctp.org.uy ). Entre 2007 y 2012 se desempeñó como Secretario Ejecutivo (CEO) de la Agencia de Investigación e Innovación de Uruguay (ANII) (www.anii.org.uy ) y anteriormente fue Coordinador General Adjunto del Programa de Desarrollo Tecnológico, unidad ejecutiva del Ministerio de Educación y Cultura de Uruguay para implementar un préstamo del Banco Interamericano de Desarrollo (BID) para el Fortalecimiento del Sistema Nacional de Innovación. En los últimos 20 años participó en la gestión de la ciencia, la tecnología y la innovación, coordinando programas de innovación apoyados por el BID, el Banco Mundial, la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO) y el Programa de las Naciones Unidas para el Desarrollo (PNUD), trabajando como consultor internacional en estos temas. Entre 2017 y 2021 integró la Junta Directiva de la Asociación Internacional de Parques Científicos y Áreas de Innovación (www.iasp.ws) y fue Director de la División Latinoamericana de dicha organización. Desde 2017 es el coordinador del equipo de Trabajo de Infraestructuras de Investigación de la CELAC (Comunidad de Estados de América Latina y el Caribe), promoviendo la cooperación con la Comunidad Europea en este campo. Integró el Comité de Desarrollo Industrial del Programa iberoamericano de Ciencia y Tecnología para Desarrollo (CYTED) (www.cyted.org) y actualmente es parte del Consejo Asesor del Foro Iberoamericano de indicadores de vinculación de la RICYT (https://foro-vinc.ricyt.org/?page_id=41)
