The Latin American and Caribbean Space for Higher Education (ENLACES) has prepared, with the participation of its members, this document, which is offered for the consideration of the other representative forces participating in the III CMES, with the aim of contributing to the construction of a proposal for the future of Higher Education (HE) that takes into account regional diversities and at the same time expresses the wishes of an HE system as an essential part of sustainable development.
