WORLD AND REGIONAL HIGHER EDUCATION CONFERENCES: INTERNATIONALIZATION AND REGIONALIZATION

The purpose of this paper is to examine how internationalization and regionalization were incorporated and gained significance in the Regional and World Conferences on Higher Education (CRES, CMES) organized by UNESCO. The study is based on a qualitative analysis of documents such as Final Declarations, Executive Summaries, and Action Plans from the Conferences. Internationalization was first mentioned explicitly in the 2008 CRES and 2009 CMES, and subsequently, it gained more attention, and relevance, and became a topic of debate in future Conferences. Regionalization was already emphasized in the first CRES in 1996 and subsequent Conferences, which were connected to the idea of regional integration. Both concepts are interdependent and have an overlapping nature, and there can be no internationalization without regionalization. Finally, both trends should be followed by endeavors to ensure the quality and accessibility of higher education, as well as proposals for the internationalization and regionalization of institutions for the public and social good.
